Andy Burnham is not yet prime minister, but the backlash(强烈反对;反弹) against his rule has already begun. When Mr Burnham outlined his vision for Britain he did so in Manchester, the de facto(事实上;实际上的) capital of the north, where he was mayor for almost a decade. His ruling creed(信条;信念) is Manchesterism, which blends stakeholderese (“UK plc”) with soppy references(多愁善感的提及) to The Smiths, a Mancunian band from Mr Burnham’s teenage years. To cement the shift of power away from Britain’s south, Mr Burnham pledged to create “Number 10 North”, shifting the prime minister’s abode from Downing Street to the north, for a few days a week at least.(为了巩固权力从英国南方转移,伯纳姆承诺打造“十号北方”,将首相官邸从唐宁街迁至北方,至少每周几天。)
It provided ammo(弹药;(比喻)攻击材料) for those who seek to paint Mr Burnham as little more than(只不过是;几乎就是) a “chippy northerner”. Chippiness, that blend of grievance, resentment and paranoia(偏执;妄想) about a disconnected elite, is fundamental to Mr Burnham’s worldview. But his rise to power does not represent the triumph of the chippy northerner. Instead, British politics is witnessing the birth of something more novel and more potent(强有力的;有影响力的). Chippiness, a state of mind once associated only with the north and the Celtic fringe(凯尔特边缘地区), has spread to Britain’s south. Behold the ascent of the chippy southerner.(请看暴躁南方人的崛起。)
Where there is chippiness, there is usually truth.(哪里有暴躁,通常哪里就有真相。) The causes of the regional grumpiness(坏脾气;不悦) are real enough. “It’s Scotland’s oil(苏格兰民族党1970年代口号)”, ran the slogan of the Scottish National Party (SNP) in the 1970s, when proceeds(收益;收入) from the North Sea’s reserves began to flow into the Treasury in London, helping subsidise Margaret Thatcher’s painful economic reforms that hit Scotland hard. Likewise, the north of England really does lose out(失利;处于劣势) when it comes to investment. Mr Burnham dislikes the “Green Book(英国财政部投资评估指南)”, the Treasury’s rulebook, which he claims pushes too much investment south. The result is the technocrat’s version of Matthew 13:12(《马太福音》13章12节): “Whoever has will be given more, and he will have an abundance. Whoever does not have, even what he has will be taken away from him.”
