IN JUNE 2023 the world’s biggest development bank seemed to be undergoing a transformation(正在经历转型). At a summit in Paris, the president of the World Bank, which for 70 years had focused only on tackling global poverty, announced plans to reserve a large portion of lending for projects to alleviate climate change and its effects.(世界银行行长宣布将大部分贷款用于缓解气候变化项目,该行70年来只专注于扶贫。)
The bank’s then newish(较新的,不算老的) boss, Ajay Banga(阿贾伊·班加,世界银行行长), had been hired in part for his green credentials(资质,资历), having pledged to plant 100m trees in his previous job as the chief executive of Mastercard, and he was proving popular. The crowd, which included Emmanuel Macron, the French president, and Abiy Ahmed, the prime minister of Ethiopia, celebrated with a standing ovation(起立鼓掌). As Mr Banga left the stage, he was diverted(转移,使改变方向) by Mr Abiy’s aide for a selfie. A year later the World Bank ponied up(付钱,拿出) $43bn, or 44% of the year’s lending, nearly hitting its formal target of channelling(引导,输送) 45% of its loans to such causes.
Now the party is over(好日子结束了). Last month, under American pressure, the 45% target was formally ditched(抛弃,丢弃). Bank officials have barely mentioned climate since Donald Trump returned to office in early 2025 (Mr Trump thinks climate change is a hoax(骗局,恶作剧) and wants more fossil-fuel use, not less). European countries, with more environmentally minded electorates, fought hard(奋力争取) for the target to stay.
