NOT SINCE the first days of the war have shoppers in Kyiv faced empty supermarket shelves.(自战争初期以来，基辅的购物者首次面临空货架。) Now they are once again. On July 19th a Russian ballistic missile slammed into(猛烈撞击) a warehouse supplying the upmarket(高档的) Goodwine store. Two weeks later strikes on two distribution hubs(配送中心) of Silpo, a larger chain, killed six workers. Nova Poshta, the private postal service on which(在……之上（定语从句）) most of Ukraine depends, has been hit repeatedly. Dmytro Krymsky, co-founder of Goodwine, estimates(估计) that strikes in the past three weeks have cost Ukrainian businesses around $500m. More troubling is Russia’s new tactic(战术，策略) of hunting civilian cargo ships that use Ukraine’s Black Sea ports—threatening a far larger share(大得多的份额) of the economy.

The campaign against Ukraine’s civilian logistics is a long planned(蓄谋已久的) escalation(升级) of the conflict, and one made possible by a recent shift in the air war. Russian production of ballistic missiles is rising just as Ukraine’s supply of interceptors(拦截弹) has dwindled(减少， dwindled). Ukraine’s defenders can now shield(保护，掩护) only a few high-priority(高优先级的) targets. In July Russia profited by launching a record 198 ballistic and hypersonic(高超音速的) missiles, mostly at the Kyiv region.

It is also an answer to Ukraine’s own drone strikes(无人机袭击) deep inside Russia. These have hit defence plants and oil infrastructure(基础设施), closed the Sea of Azov to Russian shipping(使亚速海对俄航运关闭) and burned warehouses of Wildberries(俄罗斯电商巨头), Russia’s e-commerce giant. Ukraine says the company ships(运送（动词）) equipment for Vladimir Putin’s war.
