DONALD TRUMP’S popularity may be plummeting(急剧下降) in America and around the world, yet India’s appetite for buildings bearing his name(以他的名字命名) remains undiminished(未减弱的). This month a local developer licensing the Trump name announced the details of the latest such project. Promising “every comfort, convenience and indulgence(纵情享受)” and spread across two towers of 65 storeys each, it will be the country’s largest Trump-branded property. But those who are expecting to find this monument to the tastes of India’s new rich in high-rise Mumbai, brand-obsessed Delhi or tech-fuelled Bangalore will be disappointed.(但那些期待在孟买、德里或班加罗尔找到这座印度新贵品味纪念碑的人将会失望。) The home of the newest Trump towers is, surprisingly, Hyderabad.
The capital of the wealthy southern state of Telangana, Hyderabad is little known outside India. Domestically its reputation rests on(依赖于,基于) its distinct culture (it serves as a meeting point for north and south India), wonderful cuisine (it produces the best biryani(印度香饭) known to humanity, no matter what(无论什么) those misguided(误入歧途的) souls in Lucknow tell you) and thriving tech industry (Google, Microsoft and Amazon all have huge offices there). It is not famous for skyscrapers. Yet it has more of them than any Indian city bar Mumbai, which was forced into vertical growth by its island geography.(然而,它的摩天大楼数量超过除孟买以外的任何印度城市,而孟买是因岛屿地理被迫垂直发展的。)
How did the country’s sixth-most populous city build its second-largest concentration(集中,聚集) of tall buildings? It got out of the way(让路,不阻碍). Near the top of the long list of things holding India’s cities back is something called “floor space index(楼面面积指数)” (FSI), or the ratio of permissible built-up area to land area. In successful Asian cities like Singapore, FSI is set as high as 25, meaning that for every square foot of land, a developer can build up to 25 square feet of tower. In India local authorities worried about meagre(贫乏的,不足的) civic infrastructure set the number somewhere around 2. It rarely exceeds 4. The central government’s latest economic survey describes restrictive FSI as a distortion responsible for(对…… 的原因) urban low-rise sprawl(蔓延,无序扩张). Worse, the finance ministry’s economists write, it “raises land values and creates artificial scarcity(人为稀缺) in core urban areas”. Hyderabad, unique among India’s cities, abolished(废除,取消) FSI in 2006.
