On two sets of posters plastered across Kampala, Uganda’s capital, two men loom large(显得突出，令人忧虑). One is a paunchy(大腹便便的) figure with a wide-brimmed hat and a jaundiced(敌视的，偏见的；黄疸的) stare. The other is younger and brasher-looking(外表莽撞的) in military fatigues. The first is Yoweri Museveni, the 81-year-old president, who seized power after a civil war 40 years ago and is entering his dotage(年老昏聩，暮年). The second is Muhoozi Kainerugaba, Mr Museveni’s capricious(反复无常的，任性的) son.

General Kainerugaba serves as Uganda’s army chief, but he covets his father’s crown and increasingly behaves as though he were already in charge.(卡伊内鲁加巴将军现任陆军司令，但他觊觎父亲的权位，行为举止越来越像自己已经掌权。) Older Ugandans say his belligerence(好战性，敌意) and brutality are reminiscent of(使人想起) Idi Amin(伊迪·阿明，乌干达前独裁者), an infamous military dictator of the 1970s. His ambitions are causing ructions(争吵，骚动) within the army and the ruling party, and even his own family, raising fears of a power struggle within the regime when Mr Museveni eventually goes. “Ours has been a history of extremes: either you have anarchy, or real totalitarianism(极权主义),” says Norbert Mao, Uganda’s minister of justice. He is not alone in(并非唯一……的人) worrying that those days could soon return.

Mr Museveni put General Kainerugaba in charge of(负责，掌管) the armed forces in 2024. Yet even if the president has indeed been grooming(培养，训练) his son as a successor, the two men are quite different. In person, Mr Museveni is a charismatic(有魅力的) storyteller; General Kainerugaba tends to be taciturn(沉默寡言的). The father is fond of long speeches; his son is notorious for(因……而臭名昭著) undignified(有失尊严的) outbursts on X. “These days I’m as sober as a cat(非常清醒（猫般警觉）),” he posted in the early hours of September 1st. “Women need to stand at least ten metres from me…for their safety.”
