“FEVER” WAS how Scott Bessent(美国财政部长,前对冲基金高管), America’s treasury secretary, described the spike(飙升;尖峰) in US government-bond yields as he sought to justify a controversial intervention to help the market return to normal. He also promised more dramatic intervention should the delirium(神志不清;谵妄) persist. Yet the more appropriate metaphor for what has been happening to the bond markets comes from forestry: the markets are attempting a controlled burn to make room for new and more promising drivers of economic growth.(然而,更贴切的比喻来自林业:市场正在尝试计划烧除,为新的、更有前景的增长引擎腾出空间。) And Mr Bessent’s intervention risks whipping up a blaze that could cause damage well beyond America.
In the past fortnight(两周) or so, the yield on America’s ten-year government bond rose from under 4.7% to almost 5%, where it hover(徘徊;盘旋)ed until, on September 14th, it briefly crossed that level—once seen by market-watchers as extremely unlikely—for the first time since 2023. The move in the 30-year has been even larger, pushing that yield above 5.35%, at a time when budgetary interest payments have risen sharply and now consume around a fifth of tax revenue. America is funding its budget deficit at borrowing costs not seen in two decades or so, while refinancing maturing bonds issued at much lower rates in a debt stock that has doubled to $40trn in just ten years.(美国正以约二十年来未见的借贷成本为预算赤字融资,同时还要为那些以低得多的利率发行、即将到期的债券再融资,而债务存量在短短十年内已翻倍至40万亿美元。)
The effects are being felt beyond the budget, including in politically sensitive areas such as mortgages, where the average 30-year rate is now over 7%. This aggravate(加剧;使恶化)s the top issue on voters’ minds ahead of the midterm elections(美国中期选举): affordability(负担能力;可负担性). It also raises corporate borrowing costs and risks diverting capital away from a stock market that has been rewarding investors with a series of record highs this year.
