RUSSIA’S CAMPAIGN of sabotage(破坏活动) against Europe has escalate(升级,加剧)d sufficiently that on September 18th Emmanuel Macron, France’s president, summon(召集,传唤)ed French party leaders and presidential candidates for a briefing on the threat of civilian casualties. “No one is safe,” Mr Macron told them, according to Le Monde, a daily. The Russians, he said, aim to “break our support for the Ukrainians(瓦解我们对乌克兰的支持)”.
A day earlier Donald Tusk, Poland’s prime minister, had cite(援引,引用)d intelligence that Russia intended to hit countries supporting Ukraine with drones or missiles, then claim the strikes were accidental. Russia wanted to “paralyse(使瘫痪)” NATO, he said, by testing Article 5(北约第五条集体防御条款) of its treaty, which pledges that an attack on one will be treated as an attack on all. A tepid(不温不火的,软弱的) response would cast doubt on(使……
Russia has been staging deniable(可否认的) provocation(挑衅)s against European countries for many years. Since its full-scale invasion of Ukraine in 2022 they have increased. There have been incursion(入侵,侵入)s by reconnaissance drones, hacking, arson(纵火), parcel bombs targeting cargo flights and plots to kill executives of European arms firms. In recent months the pace appears to have risen again. The Russian operations have three main goals, according to security officials: trying to coerce(胁迫,强迫) European countries into halting their support for Ukraine; raising the costs of providing that support; and attempting to make NATO look powerless(让北约显得无能为力).
