He was uncharacteristically(一反常态地) silent as he cut the ribbon(剪彩) on a new helipad(直升机停机坪) at the White House on September 21st. Donald Trump’s mouth moved, but viewers heard nothing. The press “pool” that normally relay(转播;传递)s the president’s public remarks was absent. Mr Trump had been muted by his latest skirmish(小冲突) with the press.
The dispute began days earlier, when Mr Trump announced that he would ban(禁止) CNN and MS NOW, two cable-news networks, and Politico, a news outlet, from the White House. There was “no reason”, he said later. “It’s really just cumulative(累积的) stories over the last two years. You get sick of(对…… In response, America’s five big television networks—ABC, CBS, NBC, CNN and Fox News—said they would boycott(抵制) some coverage of Mr Trump. Those five comprise(组成;构成) the White House’s television pool, taking turns filming the president and sharing the footage(视频素材) with other news organisations.
The relationship between the press and the presidency is inherently(天生地;本质上) fractious(易怒的;难驾驭的). Even so, excluding outlets because of their coverage constitute(构成;被视为)s “viewpoint discrimination”, which is barred by the First Amendment(美国宪法第一修正案). On September 24th a federal judge said the administration had not followed due process(正当程序) and ordered it to temporarily(暂时地) lift the ban on the outlets.
