Sunday afternoons in Simón Bolívar park are an orgy(狂欢;放纵) of calories. Many stalls in this green corner of Colombia’s capital, Bogotá, sell obleas(奥布莱亚(哥伦比亚夹心薄饼)): sandwiches of wafers stuffed with layers of fattening(使人发胖的) fillings, including syrups, jams, caramel and cheese. An acid green “bubble-gum” sauce is among the enticing(诱人的) options. “Life’s too short not to eat the food that you love”, reads a sign above one of the stalls.(“人生苦短,想吃什么就吃吧”,一个摊位上方挂着这样的招牌。)
So Colombians evidently believe. A quarter of them are obese(肥胖的), according to the UN’s World Health Organisation, a share that has risen fivefold(五倍) since 1980. Diabetes, high blood pressure and kidney disease—all chronic conditions associated with obesity—are rife(普遍的,猖獗的). The health-care system, already severely underfunded and then stretched almost to breaking point by covid-19, has struggled to cope.(本已严重资金不足、随后又被新冠疫情拉伸到几乎崩溃边缘的医疗体系,一直难以应对。)
In 2022 the previous government decided radical(激进的,根本性的) action was needed. It required all processed food(加工食品) with high levels of sugar, salt or the unhealthiest forms of fat to be labelled as such(被贴上相应的标签), with big black warning signs. More important, it imposed a 10% tax on such products, which rose to 15% in 2024 and 20% last year.(更重要的是,政府对这类产品征收10%的税,该税率在2024年升至15%,去年又升至20%。)
