Good morning. On his family holiday last week, the prime minister, Andy Burnham, was reported to be taking daily calls from Ministry of Justice officials about his government’s early release scheme. A furious public outcry(公众强烈抗议) has gathered pace(加速,加剧) since it emerged that the plan – brought in by his predecessor, Keir Starmer, to alleviate(缓解,减轻) overcrowding in prisons across England and Wales – might include two of the killers of PC Andrew Harper and other serious sexual offenders, including grooming(诱骗(儿童等)) gang perpetrators(犯罪者,肇事者).
After several weeks of “system says no(系统说不(指官僚拒绝))” briefings, which Harper’s mother Debbie Adlam has described as “a rollercoaster … really draining(令人精疲力竭的)”, yesterday Burnham endeavoured(努力,尽力) to put a pin in it(搁置,暂缓) until September.
Announcing that he had tasked(委派任务) the justice secretary, Alex Norris, with fast-tracking(快速推进) measures to free up(腾出,释放) prison space, the prime minister insisted he was “increasingly confident” that the early release scheme can be adapted to exclude the constable’s killers. He had previously intervened to exempt(豁免,免除) grooming gang members, rapists and those convicted(被判有罪的) of “serious” child sexual offences.
