Good morning. Thousands of young people will be arriving at school in the next few hours to collect their GCSE(英国普通中等教育证书) results. Many will continue to sixth form(英国高中阶段(16-18岁)), others will be heading to apprenticeships(学徒制,边工作边学习), and some will spend the next few years relentlessly(不懈地,持续地) pitching their CVs(投递简历,推销自己) to AI bots.
An estimated one million young people in the UK aged 16 to 24 are not in education, employment or training of any kind. These “Neets(尼特族(不上学不就业不培训))”, as they’re known, have preoccupied(使全神贯注,使忧心忡忡) policymakers since the early 1990s. But their number is now higher than ever, an indication of economic inactivity(经济不活跃(指未就业)), low growth and rising welfare costs that worry civil servants in Whitehall(白厅,英国政府核心部门所在地). Alan Milburn, formerly health secretary under Tony Blair’s government, is now conducting a high-profile(高调的,备受瞩目的) review of Neets. His final report is expected later this year.
The Neet issue exemplifies(例证,是……的典型) how an increasingly unhappy, isolated generation of young people are becoming detached from(脱离,疏远) social institutions and losing faith in their own futures. For today’s First Edition(《首要版》(卫报新闻简报名称)), I spoke to psychologist Mark Mon-Williams who leads a study following the lives and development of 13,500 children in Bradford(布拉德福德(英国城市)), about what’s going wrong for Britain’s youth. That’s after the headlines.
