Apart from the joyous hyperactivity(极度活跃,亢奋) that comes with suddenly making it to No 10(成功入主唐宁街10号,成为首相), there are good reasons why Andy Burnham seems to be a prime minister in a hurry. If he decides that his first term is going to run to its maximum length, he has three years, which is a maddening(令人发狂的,使人恼火的) time-frame: too long for him to just tinker(小修小补,胡乱摆弄) here and there, set out his long-term vision and then ask the electorate for permission to do more, but probably too short to start and finish many of his key projects. His chosen solution, it seems, is a mixture of the strategies he would use for each approach, which includes running at some issues at breakneck pace(以极快的速度,飞快地).
So it is with his specialist subject: devolution for England. The huge changes now afoot(在进行中,酝酿中) actually began under Keir Starmer, with the English Devolution and Community Empowerment Act passed earlier this year. Areas that previously had two tiers of local government will see them replaced with new unitary councils(单一议会,单一制地方政府). But the most historic move centres on(以……为中心,集中于) regional mayors – what the government calls “strategic authorities” – and a shift that the Whitehall PR machine is hyping up(大肆炒作,夸大宣传) as a “fundamental rewiring of the way our country works, surrendering(交出,放弃(权力等)) power that for too long has been held in Westminster and Whitehall”. In principle, this is unquestionably worth celebrating. But it also gives rise to(引起,导致) a whole range of increasingly urgent and awkward questions.
One change became clear earlier this year, and now looks like it will be turbocharged(涡轮增压的,加速的). By April 2027, regional and metro mayors will be able to keep as-yet-unspecified(尚未明确的,未具体说明的) quantities of the business rates(营业税,商业税) generated in their areas, and from the following year onwards, they will retain a share – also yet to be announced, presumably because the Treasury and No 10 North(北方唐宁街10号,指首相在北方的事务) are wrestling with(与……搏斗,努力解决) it – of local income tax receipts.
