Louise Black has seen the good and the bad sides of out-of-home care(家庭外照护).
Foster caring was common among the Catholic community in south-east Melbourne in which she grew up. The family over the road regularly fostered children, while also having four of their own. Black’s father, on the other hand(另一方面), had been a ward(被监护人) of the state and spent much of his boyhood in some of the most notorious(臭名昭著的) group home(集体之家)s.
So when Black found herself in a position of financial security(经济保障) a couple of years ago, she signed up(报名参加) to become a foster carer herself.
