More than a month after an estimated 72,000 people suddenly crossed from Morocco into the Spanish territory of Ceuta, the city remains in chaos and the damage inflicted on the Spanish government is becoming clearer.(在约7.2万人突然从摩洛哥进入西班牙休达领地一个多月后,该市仍处于混乱之中,对西班牙政府造成的损害日益明显。) Most of those who made the crossing(完成穿越(边境)) have returned to Morocco. The scale of the incident was nevertheless(然而,不过) extraordinary(非同寻常的), and about 140 people are thought to have died.
Also extraordinary was the response of the 22 EU governments that rounded on(突然攻击,责骂) the Spanish prime minister, Pedro Sánchez(西班牙首相桑切斯), rather than demonstrate the solidarity(团结,一致) one might expect from allies. Perhaps less surprising was the exploitation(利用,剥削) of the crisis by rightwing and far-right parties in Spain and beyond, Donald Trump’s attacks and the interventions of Russian state-linked actors and Israeli critics on social media to fuel division(煽动分裂).
But this opportunism(机会主义) by Europe’s rightwing governments – Italy suspended its Schengen arrangements(申根协定安排) with Spain for no good reason – does not absolve(免除(责任)) Spain of blame. What has unfolded since 30 July is tragic for Ceuta, which has a permanent population of only about 84,000 people, and for the thousands of people, including an estimated 1,200 unaccompanied children, left on its streets and beaches.(自7月30日以来发生的一切对休达(其常住人口仅约8.4万)以及滞留在街头和海滩上的数千人(包括约1200名无人陪伴的儿童)来说都是悲剧。) Sánchez’s government must take responsibility for some of the damage it is now belatedly trying to mop up(收拾残局,处理).
