Volodymyr Zelenskyy has declared(正式宣布，声明) that Russia’s airspace is becoming unsafe for commercial airlines, as Vladimir Putin promised to increase strikes against Ukraine’s energy facilities in the run-up to(在……前夕，临近……时) winter.

The Ukrainian president said there was no intention(意图，打算) to directly threaten civilian flights, but the growing number of attack drones being flown into Russia by Ukraine would have to be “taken into account(考虑到，顾及)” by the aviation industry.
