Good morning. Violence against women and girls, in all its myriad(无数的,多种多样的) forms – physical and mental, blatant(公然的,明目张胆的) and insidious(隐蔽的,潜伏的) – is a global challenge. It reaches back through millennia and, lately, it has been turbo-charged(强力推动,加速) by technology, which offers abusers new ways to shame, harass(骚扰,侵扰) and monitor victims. What would it take to eradicate(根除,消灭) it?
Scotland’s first minister John Swinney wants to find out. Today, he will set out(阐述,提出) his programme for government (the Holyrood(苏格兰议会所在地,代指苏格兰政府) equivalent of the King’s speech(英国君主在议会开幕时的演讲,阐述政府议程)), and Swinney surprised many when he pledge(承诺,保证)d to put ending violence against women at the heart of(在……的核心) his government’s ambitions for the coming year and beyond.
But haven’t we been here before? Scotland has produced a raft of(大量的,许多) radical(激进的,彻底的) strategies, as well as legislation hailed as(被誉为) the international gold standard on domestic violence. So what hasn’t changed? For today’s newsletter, I spoke to equalities campaigner(活动人士,倡导者) Talat Yaqoob, who co-chair(共同主持,联合主席)ed the Scottish government’s National Advisory Council on Women and Girls after four years until last month. I asked her what government – and societal – action constitute(构成,组成)s meaningful change, and what other countries can learn from Scotland. But first, the headlines.
