Andy Burnham’s Labour conference speech gave a little more detail on how he intends to take forward(推进,落实) what he said at the start of his premiership would be his signature(标志性的) social policy ambition: an overhaul(全面改革) of adult social care.

Burnham was clear about the ambitious scale of his care vision – this was not simply change, it was about creating a whole new service: a “landmark(里程碑式的) policy, as significant as the creation of the NHS itself”. It would be a national care service, operating on NHS principles: free at the point of use and “where everyone contributes and everyone is covered”.(这将是一项国民护理服务,按照国民医疗服务体系的原则运作:在使用点免费,并且“人人贡献,人人受保”。)
It was more emphatic(强调的,语气强烈的) than his last social care speech in June, when he said a national care service “could be fully fledged(完全成熟的) [NHS-style] or lesser options or something in between”. After the speech, however, the prime minister’s aides clarified the new service would not resemble(像,类似于) what most people would think of as an NHS-style system; it would be based on the Scottish adult social care approach: free personal care, with individuals paying for accommodation (“bed and board(食宿)”) costs.
