Back in late 2025, when Keir Starmer’s grip(掌控,控制) on the Labour party was loosening and Reform UK(英国改革党,右翼民粹政党) was still in its pomp(处于鼎盛时期), the then health secretary, Wes Streeting(英国前卫生大臣), commissioned(委托,委任) what the government called its “Independent review into prevalence(患病率,普遍程度) and support for mental health conditions, ADHD and autism(注意缺陷多动障碍与自闭症)”.
Here, it seemed, was not just an inquiry(调查,询问) into England’s ever-extending waiting lists for the diagnosis of mental illness and neurodevelopmental conditions, and the dire(极其严重的,可怕的) lack of support for people who experience one or both of them. The review would also dovetail(吻合,与……契合) with two other huge issues: mounting claims of “overdiagnosis”, which Streeting had appeared to partly endorse(赞同,支持), and the government’s drive for the reform of so-called welfare. An apparently well-briefed piece in the Times seemed to speak volumes(意味深长,说明很多问题): work led by the renowned psychologist Peter Fonagy(著名心理学家), it said, was commencing just “as Labour seeks a fresh crackdown(严厉打击,镇压) on welfare spending” amid diagnoses “which have become the most common reason for a sickness benefit(疾病福利金) claim”.
Last Friday saw the publication of the 600-page final report Fonagy had co-authored(合著,共同撰写) with Gillian Baird – a specialist in paediatric(儿科的) neurodisability – and the psychiatrist Simon Wessely. And, as so often happens with such inquiries, its interpretation suggested the media’s equivalent of a Rorschach blot(罗夏墨迹测验). One of the Guardian’s headlines was “No ‘snowflakes('雪花一代',贬称敏感年轻人)’: mental health review says today’s youth have it harder and harms are real”. The Mail, by contrast, yelled out a rather different message – “Rush to diagnose ADHD and autism can damage children” – while the Telegraph went for “ADHD surge(激增,猛增) fuelled(被推动,被助长) by benefits, report warns”.
