There are two types of people who listen to music in public: those who wear headphones and those who … are a word I probably can’t use here. “Loudcasting” – playing audio, watching videos or talking on speakerphone in public spaces – is a form of antisocial(反社会的) behaviour that drives eight in 10 of people in the UK crazy(让英国八成民众抓狂), and I’m glad Andy Burnham is one of those eight. But while I welcome his policy to fine “headphone dodgers”, I’m not convinced it will solve the problem.(不过,尽管我欢迎他罚款“耳机逃避者”的政策,却并不认为这能解决问题。)
This behaviour isn’t only a nuisance(令人讨厌的人或事), but a grave(严重的) indicator of a deeper societal issue: the erosion(侵蚀;削弱) of empathy. You can’t legislate civic pride into an individualistic culture where feelings of social disconnection are widespread.(在一个个人主义文化盛行、社会疏离感普遍存在的社会里,你无法靠立法来培育公民自豪感。)
From 2019 to 2021 I lived in Japan, where keeping the peace is paramount(至关重要的) and you can be reprimanded(训斥,斥责) just for talking on the bus. When I returned to England, I felt shock and shame at how we treat one another and our public spaces. I still do. We watch our dogs defecate(排便) in the street and walk away. We use public bathrooms as if we’re feral(野生的,未驯化的) two-year-olds. We inflict the soundtrack of our mindless social-media scrolling on an entire train carriage.(我们把自己无脑刷社交媒体时配的背景音,强加给整节火车车厢的人。)
