My mum’s carer was uncharacteristically(一反常态地) late one morning. She didn’t want to say why at first, but it turned out she’d found her previous client – an elderly lady living all alone, with no family to visit – collapsed on the floor, barely alive(奄奄一息). It was a lot to cope with for someone only in their early 20s, a reminder of the heavy responsibility this job carries. Watching the carers who helped both my parents in their respective final weeks taught me that while the work itself might seem mundane, the emotional and social skills needed to do it well – to coax some sense out of the confused, to jolly along the lonely, and to soothe the dying, to walk in and out of unfamiliar houses all day long without quite knowing what you might find – are anything but.(看着在我父母各自最后几周里照顾他们的护理员,我明白:尽管工作本身看似平淡,但要做好它所需的情感与社交技能——从神志不清的人口中哄出几句话,给孤独的人打气,安抚临终者,整天进出陌生的房子却不知道会面对什么——绝非等闲之事。)
Yet like so many jobs predominantly(主要地、占主导地) done by women, care has long been relentlessly(无情地、持续不断地) undervalued. That means lousy(糟糕的、差劲的) pay, little public recognition, and now – at least for the disproportionately large chunk(占比过大的部分) of this workforce who are migrant workers – the disorientating(令人迷失方向的) realisation that the government can snap its fingers(打个响指(喻轻易决定)) and all your life plans are upended(被彻底打乱、颠覆) overnight.
Under the latest attempt by the home secretary, Shabana Mahmood, to ratchet(逐步调低(或调高)) immigration numbers ever further down, “low-skilled” foreign workers will now have to wait up to 15 years for the right to become permanent residents(永久居民). The new rules would be backdated(追溯生效的) to 2021 to catch what the right dubbed the “Boriswave(指鲍里斯·约翰逊时期移民激增潮)”, that unexpected surge(激增、涌入) of workers who came to Britain in the Boris Johnson years – many on health and care visas – and would under the old five-year rule have started qualifying for settlement(有资格申请定居) in 2027. What has unsettled some of Mahmood’s own cabinet colleagues is the sense of the state reneging on what was understood to be the deal when those workers came here.(令马哈茂德部分内阁同僚不安的是,国家似乎背弃了当初这些工人来英国时被理解的约定。) Having to be continuously employed for 15 years instead of five without a break means in practice that some will have to leave, while others will live in mortal fear of(极度害怕) losing a job. A growing cabinet revolt(反抗、叛乱) against Mahmood’s reforms is now becoming the first real challenge to Andy Burnham’s authority as prime minister, but also more broadly a test of where he really stands on immigration.
