Ministers are expected to make a major policy announcement in November on plans to tackle(应对,解决) what has been called a “generational challenge(代际挑战)” and a “moral crisis(道德危机)” – the persistent(持续存在的) number of young people in the UK who are out of work, not in college or training, or economically inactive(经济不活跃). The head of the government-commissioned review of young people and work, Alan Milburn, has been vigorously preparing the ground in media interviews for what he has hinted will be a major – and potentially controversial – overhaul of employment and benefits support for young people.(政府委托的“年轻人与工作”审查负责人艾伦·米尔本一直在媒体采访中大力铺垫,暗示将对年轻人的就业和福利支持进行重大且可能引发争议的彻底改革。)

An estimated 960,000 16- to 24-year-olds are currently classified(被归类为) as Neet according to official estimates – around one in eight young people – with this number forecast to rise(预计将上升) to 1.25m by the early 2030s. Although the concept of Neets has been around for more than three decades, Milburn has warned the current cohort are different: not simply jobless but estranged from the world of work.(尽管尼特族的概念已存在三十多年,米尔本警告说当前这一群体有所不同:他们不仅仅是失业,而是与职场脱节。) Some 45% of 24-year-old Neets have never had a job. He says urgent action is needed to prevent this group becoming a “lost generation(迷失的一代)”.
